Ageing populations, informal labour markets and more frequent economic shocks are exposing the limits of schemes designed around a simpler set of assumptions, and widening the gap between what these systems were built to do and what governments, employers and members expect of them today.
This session looks at that gap from two directions. Mr. Ibrahim Muhanna traces the evolution of social security itself, from its first generation of schemes through to today’s more diversified models, and makes the case that resilience, not sustainability alone, is now the better test of a system’s design. Ms. Tassia Tsikkinis then turns to the profession built to safeguard these systems, arguing that the actuary’s role is shifting from producing valuation numbers to helping boards and policymakers act on them.
